As one of the 11 FHLBanks in the FHLBank System, FHLBank Topeka is proud to celebrate 90 years of service to our cooperative members this year. In conjunction with the 90th anniversary of the FHLBanks, our regulator, the Federal Housing Finance Agency (FHFA), announced a comprehensive review of the FHLBank System to focus on our future, which includes listening sessions and regional roundtable discussions. The first listening session is scheduled for Sept. 29 in Washington, D.C., with details on the other listening session and the regional roundtable discussions yet to be released.

We believe you are the most important stakeholder in this discussion. Your institutions, as members of FHLBank Topeka, will be most impacted by any potential changes to our mission or role that may result from the FHFA’s review. This includes each of our 669 members, part of the 6,500 banks, credit unions, insurance companies and community development financial institutions that comprise the System’s membership.

You have firsthand knowledge of the vital role the FHLBanks have played for nine decades in:

  • Meeting your liquidity needs in all economic environments,
  • Providing products and services to help better manage your institutions,
  • Supporting your efforts in building and strengthening your communities, and
  • Helping to bring stability and equilibrium to the financial markets.

FHLBank Topeka, like the other FHLBanks, works through our members to help them build their communities. We continuously look for ways to innovate and better serve the members of your cooperative while focusing on our role as a liquidity provider to our member financial institutions in support of affordable housing, mortgage finance and community development. Further, the regional nature of the FHLBank System is central to our ability to support our members, allowing us to address the unique needs of members in our four-state FHLBank district comprised of Colorado, Kansas, Nebraska and Oklahoma.

Have a Voice in the Future of Your FHLBank

The voices of local lenders and community partners, the actual users of the System, are the most essential to this conversation. We are currently evaluating the FHFA’s plan for its listening sessions and the regional roundtable discussions. We will make every effort to keep our members apprised of how they can support their cooperative through the listening sessions or yet-to-be-scheduled regional roundtables. As a cooperative member, questions that evolve as part of this engagement could impact you directly. We are proud of our tradition serving our member institutions that have a uniquely authentic bond to their communities and believe it is critically important that the FHFA hear directly from FHLBank members as the review process evolves.

As noted previously, the first listening session will take place in Washington, D.C., on Sept. 29, 2022. You can register to attend in-person or virtually at the button on the left. The FHFA also welcomes written comments by Oct. 21, 2022.

We encourage you to engage and help shape the discussion. If you’re interested in participating or have questions about the process, please contact your regional account manager at 800.933.2988.

Sincerely,

Mark E. Yardley
