FHLBank Topeka’s Homeownership Set-aside Program (HSP) is gearing up for 2016. Thanks to you, this program assisted 547 homebuyers in 2015. We look forward to working with you in 2016.

HSP provides down payment, closing cost and repair assistance to first-time homebuyers earning at or below 80% of the AMI for households purchasing or constructing homes in Colorado, Kansas, Nebraska and Oklahoma.  

What is new in 2016:

• We will begin accepting reservations on March 7, 2016.
• 2016 AHP Implementation Plan (IP), the policy document for AHP and HSP grants, is now available on our website. HSP is covered in Section IX, and in the Exhibits at the end of the document.
• All HSP documentation including Registration Agreements, Reservations, and Disbursement Requests must be submitted through TrueShare (if you enrolled in TrueShare in previous years, you are not required to enroll again).
• The TrueShare Enrollment Form and how-to video are available on the website now. The TrueShare how-to video will walk you through enrolling in TrueShare and how to upload documents. For optimal viewing, set YouTube settings to 720HD or 1080HD.
• We will begin accepting 2016 Registration Agreements today. Registration Agreements can be found on our website.
• Maximum subsidy per household: $5,000
• Member funding limit of $25,000 per member per month beginning March 7, 2016. Access is available to the current month’s limit plus the unused portion of the previous months’ limit if funds are available. 
• HSP funds are available on a first-come, first-served basis. Members are neither allocated nor guaranteed $25,000 per month.
• Remaining funds will be evaluated after July 1, 2016 and a determination will be made as to continuing, discontinuing or changing the member limit. Any change in member limits will be announced to members.
• Non-occupying co-signers are permitted in the transaction.
• HSP will not be conducting webinars. Instead, how-to videos will be provided on the HSP website and can be viewed at the member’s convenience.
• 2016 forms will continue to be updated throughout January and February and made available on the HSP website once the updates are complete.
